According to media reports, the workers consumed water provided by the factory shortly after reporting for duty on the morning of 18 June. Within a short period, many of them developed symptoms including vomiting, stomach pain, dizziness, weakness, and breathing difficulties. The affected workers were subsequently admitted to the Kaliakair Upazila Health Complex as well as several public and private hospitals and clinics. Several workers alleged that the supplied drinking water had a foul odour and that they became ill immediately after consuming it. This incident raises grave concerns regarding the workers' rights to life, health, and a safe working environment while exposing serious deficiencies in occupational health and safety measures.
JMBF firmly believes that ensuring a safe working environment and access to clean drinking water is a constitutional, legal, and moral obligation of both the State and employers. Articles 15, 18, and 32 of the Constitution of Bangladesh guarantee citizens' basic necessities, public health, and the rights to life and personal liberty. Furthermore, the incident appears inconsistent with internationally recognized human rights and labour standards, including Articles 3 and 25 of the Universal Declaration of Human Rights (UDHR), Articles 7 and 12 of the International Covenant on Economic, Social and Cultural Rights (ICESCR), and the International Labour Organization (ILO) Occupational Safety and Health Convention, 1981 (Convention No. 155) and the Promotional Framework for Occupational Safety and Health Convention, 2006 (Convention No. 187), all of which recognize every worker's right to a safe and healthy working environment.
Advocate Shahanur Islam, Founder President of JusticeMakers Bangladesh in France (JMBF) and a distinguished human rights lawyer, stated:
"The incident in which more than one hundred workers fell ill at Dressman Limited in Gazipur is deeply alarming and tragic. If contaminated water supplied by the factory is found to be the cause of this mass illness, it would constitute not merely negligence but a serious violation of the workers' rights to life, health, and human dignity. Providing safe and clean drinking water in the workplace is a fundamental legal and ethical responsibility of every employer. Any negligence that endangers workers' lives and health is wholly unacceptable. I call upon the Government of Bangladesh to immediately establish an independent, impartial, and transparent investigation to determine the actual cause of the incident, bring those responsible to justice through exemplary legal action, and ensure proper medical treatment, adequate compensation, and rehabilitation for all affected workers."
JusticeMakers Bangladesh in France (JMBF) urgently calls upon the Government of Bangladesh to take the following measures:
- Establish an independent, impartial, and transparent investigation committee to determine the actual cause of the incident without delay.
- Conduct scientific and forensic examinations of the factory's drinking water, food, and all other relevant materials, and make the investigation findings public.
- Ensure free medical treatment, adequate compensation, and appropriate rehabilitation for all affected workers.
- Take prompt, impartial, and exemplary legal action against any individual or institution found responsible for negligence or criminal liability.
- Strengthen the monitoring and enforcement of occupational health and safety standards, including access to safe drinking water, across all industrial establishments in Bangladesh in accordance with international labour standards.
JMBF believes that protecting the lives, health, safety, and dignity of workers is a constitutional, legal, and moral obligation of both the State and employers. Ensuring a safe workplace is not only a fundamental labour right but also an essential prerequisite for sustainable, humane, and rights-based industrial development.

গণমাধ্যমে প্রকাশিত তথ্য অনুযায়ী, ১৮ জুন সকালে কাজে যোগ দেওয়ার পর শ্রমিকরা কারখানার সরবরাহকৃত পানি পান করেন। অল্প সময়ের মধ্যেই তাঁদের মধ্যে বমি, পেটব্যথা, মাথা ঘোরা, দুর্বলতা ও শ্বাসকষ্টসহ বিভিন্ন উপসর্গ দেখা দেয়। পরবর্তীতে অসুস্থ শ্রমিকদের কালিয়াকৈর উপজেলা স্বাস্থ্য কমপ্লেক্সসহ বিভিন্ন সরকারি ও বেসরকারি হাসপাতাল এবং ক্লিনিকে ভর্তি করা হয়। কয়েকজন শ্রমিক অভিযোগ করেছেন যে, কারখানার সরবরাহকৃত পানিতে দুর্গন্ধ ছিল এবং সেই পানি পান করার পরই তাঁরা অসুস্থ হয়ে পড়েন। ঘটনাটি শ্রমিকদের জীবন, স্বাস্থ্য ও নিরাপদ কর্মপরিবেশের অধিকারের গুরুতর লঙ্ঘনের আশঙ্কা সৃষ্টি করেছে এবং শিল্প-নিরাপত্তা ব্যবস্থার কার্যকারিতা নিয়ে গুরুতর প্রশ্ন উত্থাপন করেছে।
জেএমবিএফ দৃঢ়ভাবে বিশ্বাস করে যে, নিরাপদ কর্মপরিবেশ এবং বিশুদ্ধ পানীয় জল নিশ্চিত করা রাষ্ট্র ও নিয়োগকর্তার সাংবিধানিক, আইনগত ও নৈতিক দায়িত্ব। বাংলাদেশের সংবিধানের ১৫, ১৮ ও ৩২ অনুচ্ছেদে নাগরিকের মৌলিক প্রয়োজন, জনস্বাস্থ্য এবং জীবন ও ব্যক্তিস্বাধীনতার অধিকার নিশ্চিত করা হয়েছে। একইভাবে, সর্বজনীন মানবাধিকার ঘোষণা (UDHR)-এর ৩ ও ২৫ অনুচ্ছেদ, আন্তর্জাতিক অর্থনৈতিক, সামাজিক ও সাংস্কৃতিক অধিকার সম্পর্কিত চুক্তি (ICESCR)-এর ৭ ও ১২ অনুচ্ছেদ এবং আন্তর্জাতিক শ্রম সংস্থার (ILO) Convention No. 155 ও Convention No. 187 শ্রমিকদের নিরাপদ ও স্বাস্থ্যসম্মত কর্মপরিবেশ নিশ্চিত করার বাধ্যবাধকতা আরোপ করেছে। ফলে এ ধরনের ঘটনা শুধু জাতীয় আইন নয়, আন্তর্জাতিক মানবাধিকার ও শ্রমমানের সঙ্গেও অসামঞ্জস্যপূর্ণ।
জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ)-এর প্রতিষ্ঠাতা সভাপতি ও বিশিষ্ট মানবাধিকার আইনজীবী অ্যাডভোকেট শাহানূর ইসলাম বলেন:
"গাজীপুরের ড্রেসম্যান লিমিটেড কারখানায় শতাধিক শ্রমিক অসুস্থ হওয়ার ঘটনাটি অত্যন্ত মর্মান্তিক এবং উদ্বেগজনক। যদি কারখানার সরবরাহকৃত দূষিত পানির কারণেই শ্রমিকরা অসুস্থ হয়ে থাকেন, তবে এটি কেবল অবহেলা নয়, বরং শ্রমিকদের জীবন, স্বাস্থ্য ও মানবাধিকারের গুরুতর লঙ্ঘন। একটি শিল্পপ্রতিষ্ঠানে নিরাপদ ও বিশুদ্ধ পানীয় জল নিশ্চিত করা নিয়োগকর্তার আইনগত ও নৈতিক দায়িত্ব। শ্রমিকদের জীবন ও স্বাস্থ্য নিয়ে কোনো ধরনের অবহেলা কখনোই গ্রহণযোগ্য হতে পারে না। আমি সরকারের প্রতি আহ্বান জানাই, অবিলম্বে একটি স্বাধীন, নিরপেক্ষ ও স্বচ্ছ তদন্তের মাধ্যমে প্রকৃত ঘটনা উদ্ঘাটন করে দায়ীদের বিরুদ্ধে দৃষ্টান্তমূলক আইনগত ব্যবস্থা গ্রহণ করতে হবে। একই সঙ্গে ক্ষতিগ্রস্ত শ্রমিকদের উন্নত চিকিৎসা, উপযুক্ত ক্ষতিপূরণ এবং পুনর্বাসন নিশ্চিত করতে হবে।"
জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ) সরকারের প্রতি নিম্নোক্ত পদক্ষেপ গ্রহণের জোর দাবি জানাচ্ছে:
১. অবিলম্বে একটি স্বাধীন, নিরপেক্ষ ও স্বচ্ছ তদন্ত কমিটি গঠন করে ঘটনার প্রকৃত কারণ উদ্ঘাটন করতে হবে।
২. কারখানার সরবরাহকৃত পানি, খাদ্য এবং সংশ্লিষ্ট সকল উপাদানের বৈজ্ঞানিক ও ফরেনসিক পরীক্ষা সম্পন্ন করে তদন্ত প্রতিবেদন প্রকাশ করতে হবে।
৩. অসুস্থ সকল শ্রমিকের সম্পূর্ণ বিনামূল্যে চিকিৎসা, উপযুক্ত ক্ষতিপূরণ এবং প্রয়োজনীয় পুনর্বাসন নিশ্চিত করতে হবে।
৪. তদন্তে অবহেলা, গাফিলতি বা অপরাধমূলক দায় প্রমাণিত হলে সংশ্লিষ্ট ব্যক্তি বা প্রতিষ্ঠানের বিরুদ্ধে দ্রুত, নিরপেক্ষ ও দৃষ্টান্তমূলক আইনগত ব্যবস্থা গ্রহণ করতে হবে।
৫. দেশের সকল শিল্পকারখানায় নিরাপদ পানীয় জল, পেশাগত স্বাস্থ্য ও নিরাপত্তা (Occupational Safety and Health) এবং আন্তর্জাতিক শ্রমমান কঠোরভাবে বাস্তবায়ন ও নিয়মিত তদারকি নিশ্চিত করতে হবে।
জেএমবিএফ মনে করে, শ্রমিকদের জীবন, স্বাস্থ্য, নিরাপত্তা ও মর্যাদা রক্ষা করা রাষ্ট্র এবং নিয়োগকর্তার সাংবিধানিক, আইনগত ও নৈতিক দায়িত্ব। একটি নিরাপদ কর্মপরিবেশ নিশ্চিত করা কেবল শ্রমিকের অধিকার নয়, বরং ন্যায়ভিত্তিক, মানবিক ও টেকসই শিল্পায়নের পূর্বশর্ত।

ALERTE BANGLADESH : JMBF exprime sa profonde inquiétude et condamne fermement l'intoxication de plus d'une centaine de travailleurs du secteur de l'habillement à Gazipur
Selon les informations publiées par les médias, les travailleurs ont consommé l'eau fournie par l'usine peu après leur prise de service dans la matinée du 18 juin. Peu de temps après, de nombreux travailleurs ont présenté des symptômes tels que des vomissements, des douleurs abdominales, des vertiges, une faiblesse générale et des difficultés respiratoires. Les personnes affectées ont ensuite été admises au centre de santé de Kaliakair Upazila ainsi que dans plusieurs hôpitaux et cliniques publics et privés. Plusieurs travailleurs ont déclaré que l'eau distribuée par l'usine dégageait une mauvaise odeur et qu'ils étaient tombés malades immédiatement après l'avoir consommée. Cet incident soulève de graves préoccupations quant au respect du droit des travailleurs à la vie, à la santé et à un environnement de travail sûr, tout en révélant de sérieuses défaillances en matière de santé et de sécurité au travail.
JMBF estime fermement que garantir un environnement de travail sûr ainsi qu'un accès à une eau potable de qualité constitue une obligation constitutionnelle, juridique et morale tant pour l'État que pour les employeurs. Les articles 15, 18 et 32 de la Constitution du Bangladesh garantissent les besoins fondamentaux des citoyens, la protection de la santé publique ainsi que le droit à la vie et à la liberté individuelle. En outre, cet incident semble incompatible avec les normes internationales relatives aux droits humains et au travail, notamment les articles 3 et 25 de la Déclaration universelle des droits de l'homme (DUDH), les articles 7 et 12 du Pacte international relatif aux droits économiques, sociaux et culturels (PIDESC), ainsi que la Convention n° 155 de l'Organisation internationale du Travail (OIT) sur la sécurité et la santé des travailleurs et la Convention n° 187 de l'OIT relative au cadre promotionnel pour la sécurité et la santé au travail, qui reconnaissent toutes le droit de chaque travailleur à un environnement de travail sûr et sain.

« L'incident ayant entraîné la maladie de plus d'une centaine de travailleurs de Dressman Limited à Gazipur est profondément alarmant et tragique. Si l'eau contaminée fournie par l'usine est confirmée comme étant à l'origine de cette intoxication collective, il ne s'agira pas seulement d'un cas de négligence, mais d'une grave violation des droits des travailleurs à la vie, à la santé et à la dignité humaine. Garantir une eau potable propre et salubre sur le lieu de travail constitue une obligation juridique et éthique fondamentale de tout employeur. Toute négligence mettant en danger la vie et la santé des travailleurs est totalement inacceptable. J'appelle le Gouvernement du Bangladesh à mettre immédiatement en place une enquête indépendante, impartiale et transparente afin d'établir les causes exactes de cet incident, de traduire les responsables en justice, et de garantir aux travailleurs concernés des soins médicaux appropriés, une indemnisation adéquate ainsi que leur réhabilitation. »
JusticeMakers Bangladesh in France (JMBF) appelle instamment le Gouvernement du Bangladesh à prendre les mesures suivantes :
- Créer sans délai une commission d'enquête indépendante, impartiale et transparente afin d'établir les causes exactes de l'incident.
- Procéder à des analyses scientifiques et médico-légales de l'eau potable, des aliments et de tout autre élément pertinent, puis rendre publics les résultats de l'enquête.
- Garantir à tous les travailleurs concernés des soins médicaux gratuits, une indemnisation équitable et une réhabilitation appropriée.
- Engager des poursuites rapides, impartiales et exemplaires contre toute personne ou entité reconnue responsable de négligence ou d'infractions pénales.
- Renforcer le contrôle et l'application des normes de santé et de sécurité au travail, notamment en garantissant l'accès à une eau potable sûre dans tous les établissements industriels du Bangladesh, conformément aux normes internationales du travail.
JMBF considère que la protection de la vie, de la santé, de la sécurité et de la dignité des travailleurs constitue une obligation constitutionnelle, juridique et morale de l'État et des employeurs. Garantir un environnement de travail sûr est non seulement un droit fondamental des travailleurs, mais également une condition essentielle à un développement industriel durable, humain et fondé sur les droits.
