GHRD: Bangladesh Quarterly human rights report (April-June 2011)
In February and April of this year, over one hundred houses, one school and two Buddhist temples were burnt to ashes in two different attacks against indigenous minority communities in the Chittagong Hill Tracts (CHT) of Bangladesh, leaving hundreds of indigenous men women and children homeless and many injured.
GHRD’s local partner Adv. Shahanur Islam recently went to the region to investigate the attacks and talk to those affected. Our investigations found that some 638 Jumma were affected in the attacks. Many of those who lost their homes in the arson attacks continue to live in tents or temporary shelter.

Introduction
This month GHRD investigated human rights violations concerning police negligence, murder, looting and land grabbing, bribery and two religiously motivated attacks against minorities. Land grabbers attacked a 300-year old Hindu temple in Sutrapur, evicting 11 Hindu families. GHRD also investigated an attack against an Ahmediyya community in the Tangail District, alleged to have been agitated by the local Islamic extremist group Imam Parishad. The attacks received a lot of attention both by media and local human rights groups. On a positive note, the Office of the Prime Minister demanded the Home Ministry to ensure that a full investigation will be carried out into one of the kidnapping cases investigated by GHRD/BIHR in June. GHRD and BIHR welcome the initiative and will continue to monitor the implementation.

| The 8th of March 2010, marks the occasion of the International Women’s Day (IWD), which is celebrated worldwide. It was launched by the UN in 1913 as a means of promoting and protecting the equal rights of women globally. Incidents of violence against minority women, such as rape and abduction, were reported during February, in Bangladesh. In most of these cases the perpetrators were in a more powerful position than the victims as they were members of law enforcement agencies or political parties. Highly corrupt legal institutions is one of the main causes for the lack of a proper protection system for Bangladeshi citizens and women’s marginalised situation in Bangladesh, due to religious traditions, social injustice, thus making them more vulnerable. The widespread impunity in cases regarding violence against women encourages these continuous violations. There is still a high level of sexual harassment in Bangladesh, which is detailed in Odhikar’s month report. For example, there was an incident reported about a Dalit woman who was raped by a policeman. |
