NEWSLETTER: GHRD's Monthly Newsletter

During August and September GHRD has been busy kick starting some amazing events: our international campaign FIGHT MODERN SLAVERY and the Grundtvig project “Building bridges for a multicultural Europe” here in The Hague.


High on the human rights agenda was the torture of 22 minority students in Bangladesh during a peaceful demonstration and the safety of our human rights defenders.

GHRD: Bangladesh Quarterly human rights report (April-June 2011)

In February and April of this year, over one hundred houses, one school and two Buddhist temples were burnt to ashes in two different attacks against indigenous minority communities in the Chittagong Hill Tracts (CHT) of Bangladesh, leaving hundreds of indigenous men women and children homeless and many injured. 

GHRD’s local partner Adv. Shahanur Islam recently went to the region to investigate the attacks and talk to those affected. Our investigations found that some 638 Jumma were affected in the attacks. Many of those who lost their homes in the arson attacks continue to live in tents or temporary shelter.

BANGLADESH: Global Human Rights Defence (GHRD) Quarterly Human Rights Report (January – March 2011)




 




In 2011, according to our mandate GHRD will report on human rights issues in Bangladesh on a quarterly basis and will focus on issues of abuse against minorities, particularly those in the Chittagong Hill Tract region, and extra judicial punishments resulting from village arbitration. These reports are the result of fact finding missions conducted by local partner organisations and news monitoring conducted at GHRD headquarters in The Hague.

In October GHRD together with Bangladesh Institute of Human Rights (BIHR) investigated the case of a 15-year old Bangladeshi girl who – after being lured away with false promises by her tutor – was raped and beaten for almost a week. She was also subjected to village arbitration after the locality came to know about her love relationship with her tutor. In this month GHRD also investigated the attack against a Hindu Temple located in Chittagong District. BIHR along with GHRD investigated the attack against 46 indigenous families who were attacked by an armed group claiming to be supported by the ruling party Awami League at Naogaon District. In total 130-135 people were victimized in the Naogaon attacks.

Introduction

This month GHRD investigated human rights violations concerning police negligence, murder, looting and land grabbing, bribery and two religiously motivated attacks against minorities. Land grabbers attacked a 300-year old Hindu temple in Sutrapur, evicting 11 Hindu families. GHRD also investigated an attack against an Ahmediyya community in the Tangail District, alleged to have been agitated by the local Islamic extremist group Imam Parishad. The attacks received a lot of attention both by media and local human rights groups. On a positive note, the Office of the Prime Minister demanded the Home Ministry to ensure that a full investigation will be carried out into one of the kidnapping cases investigated by GHRD/BIHR in June. GHRD and BIHR welcome the initiative and will continue to monitor the implementation.

GHRD is very concerned about the high number of attacks against religious minorities this month in Bangladesh, especially against Hindus. During July GHRD has investigated three cases involving attacks and assaults against Hindu victims. In addition to this local newspapers have also reported about several similar incidents. This month report also contains information about CHT. According to news reports several NGOs in the region are under the surveillance of the government. Additionally, the Chittagong Hills Tracts Commission recently sent out a memorandum to the Prime Minister regarding their concern about the attacks taking place in February of this year. Other updates from this month include a verdict made by the High Court that will declare extrajudicial punishments, such as fatwa, illegal. Additionally, following the High Court’s verdict in 2005 regarding the scrapping of the fifth amendment of the Bangladeshi constitution, the government are now preparing a draft to amend the Bangladeshi constitution in order to restore a constitutional spirit of "secularism" and "democracy”.

Bangladesh made history this month when becoming the first South Asian country to ratify the ICC Rome Statute (International Criminal Court) on the 23rd of March. GHRD welcomes this important step towards promoting international justice. However, during the Bangladesh Supreme Court Bar Election held on the 24th and 25th of March none of the four minority candidates, one of them being GHRD’s local observer Mr. Rabindra Ghosh, was selected. There were three panels from different political affiliations including Awami League and Bangladesh Nationalist Party (BNP).
Several incidents of religious attacks that occurred during the month bore witness to the rising tension between the different religious groups in Bangladesh.

The 8th of March 2010, marks the occasion of the International Women’s Day (IWD), which is celebrated worldwide. It was launched by the UN in 1913 as a means of promoting and protecting the equal rights of women globally. Incidents of violence against minority women, such as rape and abduction, were reported during February, in Bangladesh. In most of these cases the perpetrators were in a more powerful position than the victims as they were members of law enforcement agencies or political parties. Highly corrupt legal institutions is one of the main causes for the lack of a proper protection system for Bangladeshi citizens and women’s marginalised situation in Bangladesh, due to religious traditions, social injustice, thus making them more vulnerable. The widespread impunity in cases regarding violence against women encourages these continuous violations. There is still a high level of sexual harassment in Bangladesh, which is detailed in Odhikar’s month report. For example, there was an incident reported about a Dalit woman who was raped by a policeman.
