The meeting took place from 11:00 a.m. to 12:00 p.m. at the French Ministry for Europe and Foreign Affairs' office, located at 48 Rue de Javel, 75015 Paris. The French delegation was represented by Joëlle Coureau, Head of the Fragility and Rule of Law Unit, and Lola Couturieux, Democracy Support Officer in the Department for the Support of Democracy.
The discussions focused on the deteriorating human rights and rule of law situation in Bangladesh, including the protection of democratic institutions, judicial independence, civic space, and the safety of human rights defenders. Particular attention was given to the rights of LGBTQI+ people, the persistence of extrajudicial killings and custodial deaths, and the increasing intimidation and persecution of lawyers and legal professionals.
During the meeting, Advocate Shahanur Islam formally presented three of JMBF's latest human rights reports to the French officials: State of LGBTQI+ Rights in Bangladesh 2024, State of Extrajudicial Killings and Custodial Deaths in Bangladesh 2025, and State of Crackdown against Lawyers in Bangladesh 2025.
The reports document serious human rights concerns and provide recommendations for strengthening accountability, protecting fundamental freedoms, and promoting the rule of law in Bangladesh.
Advocate Shahanur Islam briefed the French officials on the key findings of the reports and highlighted the urgent need for sustained international engagement to address the ongoing human rights challenges in Bangladesh. He emphasized the importance of supporting independent civil society, protecting vulnerable communities, ensuring judicial independence, and securing justice for victims of human rights violations.
The French officials welcomed the opportunity to receive JMBF's reports and exchanged views on the human rights situation in Bangladesh. They reaffirmed the importance of democratic governance, the rule of law, and the protection of fundamental rights. They also expressed their willingness to remain engaged with JMBF and to explore avenues of cooperation in support of democracy, human rights, and the rule of law in Bangladesh.
The meeting formed part of JMBF's ongoing international advocacy initiative to engage with governments, international organizations, and diplomatic missions to promote accountability, democracy, and human rights in Bangladesh.
Speaking after the meeting, Advocate Shahanur Islam said that international engagement is essential to ensuring that the voices of victims, human rights defenders, lawyers, journalists, and marginalized communities in Bangladesh are heard and that sustained global attention contributes to the protection of fundamental freedoms and democratic values.
JMBF soulève les préoccupations relatives aux droits humains lors d'une réunion bilatérale avec le Ministère français de l'Europe et des Affaires étrangères
Paris, France | 4 juin 2026: Me Shahanur Islam, Fondateur et Président de JusticeMakers Bangladesh in France (JMBF), a tenu une réunion bilatérale avec des responsables de la Mission d'appui à la démocratie, relevant du Ministère français de l'Europe et des Affaires étrangères, le 4 juin 2026 à Paris.
La réunion s'est déroulée de 11h00 à 12h00 dans les locaux du Ministère, situés au 48, rue de Javel, 75015 Paris. La délégation française était représentée par Joëlle Coureau, Cheffe de l'unité « Fragilité et État de droit », et Lola Couturieux, Chargée de mission « Appui aux acteurs de la démocratie et aux défenseurs des droits » au sein de la Mission d'appui à la démocratie.
Les échanges ont porté sur la détérioration de la situation des droits humains et de l'État de droit au Bangladesh, notamment en ce qui concerne la protection des institutions démocratiques, l'indépendance de la justice, l'espace civique et la sécurité des défenseurs des droits humains. Une attention particulière a été accordée aux droits des personnes LGBTQI+, à la persistance des exécutions extrajudiciaires et des décès en détention, ainsi qu'à l'intimidation et aux poursuites visant les avocats et les professionnels du droit.
Au cours de la réunion, Me Shahanur Islam a officiellement remis aux responsables français trois des derniers rapports de JMBF : « State of LGBTQI+ Rights in Bangladesh 2024 », « State of Extrajudicial Killings and Custodial Deaths in Bangladesh 2025 » et « State of Crackdown against Lawyers in Bangladesh 2025 ».
Ces rapports documentent de graves violations des droits humains et formulent des recommandations visant à renforcer la responsabilité des autorités, à protéger les libertés fondamentales et à promouvoir l'État de droit au Bangladesh.
Me Shahanur Islam a présenté les principales conclusions de ces rapports et a souligné la nécessité d'un engagement international soutenu afin de répondre aux défis persistants en matière de droits humains au Bangladesh. Il a insisté sur l'importance de soutenir une société civile indépendante, de protéger les communautés vulnérables, de garantir l'indépendance du pouvoir judiciaire et d'assurer justice aux victimes de violations des droits humains.
Les responsables français ont salué le travail de documentation réalisé par JMBF et ont échangé leurs points de vue sur la situation des droits humains au Bangladesh. Ils ont réaffirmé l'importance de la gouvernance démocratique, de l'État de droit et de la protection des libertés fondamentales. Ils ont également exprimé leur volonté de poursuivre le dialogue avec JMBF et d'examiner les possibilités de coopération en faveur de la démocratie, des droits humains et de l'État de droit au Bangladesh.
Cette réunion s'inscrit dans le cadre des efforts continus de plaidoyer international de JMBF visant à renforcer le dialogue avec les gouvernements, les organisations internationales et les missions diplomatiques afin de promouvoir la responsabilité, la démocratie et les droits humains au Bangladesh.
À l'issue de la réunion, Me Shahanur Islam a déclaré que l'engagement de la communauté internationale demeure essentiel pour faire entendre la voix des victimes, des défenseurs des droits humains, des avocats, des journalistes et des communautés marginalisées au Bangladesh, et pour contribuer à la protection des libertés fondamentales et des valeurs démocratiques.
