The meeting was attended by Maël Clerc, President and Founder of ILAAD; Advocate Shahanur Islam, Founder and President of JMBF; and Mr. Satar Ali Suman, Patron of JMBF.
During the meeting, the participants exchanged views on the human rights situation in Bangladesh and expressed concern over reports of arbitrary detention affecting political leaders, activists, supporters of the Bangladesh Awami League and its affiliated organizations, lawyers, journalists, human rights defenders, and members of the general public.
The two organizations agreed on the importance of strengthening international advocacy and cooperation to address these concerns. As part of their collaboration, JMBF and ILAAD agreed to jointly document at least 100 cases of alleged arbitrary detention in Bangladesh in accordance with international human rights standards.
The organizations also agreed to submit urgent appeals concerning documented cases to relevant United Nations human rights mechanisms. In addition, they plan to file formal complaints with the United Nations Working Group on Arbitrary Detention regarding several individual cases.
Beyond individual complaints, JMBF and ILAAD agreed to prepare thematic submissions addressing patterns of arbitrary detention affecting lawyers, journalists, political leaders, activists, political supporters, and members of the general public.
As part of their advocacy efforts, the two organizations will jointly publish a comprehensive report based on the documented cases. The report is expected to be officially launched in Paris through a press conference following its completion.
The meeting also resulted in an agreement to jointly organize a side event in Geneva during an upcoming session of the United Nations Human Rights Council or a relevant session of the United Nations Working Group on Arbitrary Detention. The event will seek to raise international awareness of the situation in Bangladesh and encourage stronger engagement from international human rights institutions.
Furthermore, JMBF and ILAAD agreed to engage with relevant UN Special Rapporteurs and mechanisms, including the Special Rapporteur on the Independence of Judges and Lawyers, the Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association, and the UN Working Group on Arbitrary Detention.
The objective is to encourage these mechanisms to consider undertaking a fact-finding visit to Bangladesh in order to assess allegations concerning arbitrary detention and the broader human rights situation in the country.
The two organizations also agreed to explore funding opportunities and institutional partnerships to support the implementation of the agreed activities.
To formalize their cooperation, JMBF and ILAAD announced that they will soon sign a Memorandum of Understanding (MoU) outlining a detailed framework for collaboration and a joint plan of action.
Advocate Shahanur Islam, Founder and President of JMBF, stated:
"Arbitrary detention is not merely a violation of individual liberty; it is an assault on the rule of law, democratic values, and fundamental human rights. Through our partnership with ILAAD, we are committed to documenting cases in accordance with international standards and ensuring that the voices of victims are heard by the international community. Accountability, transparency, and respect for the rule of law must prevail over impunity."
Mr. Satar Ali Suman, Patron of JMBF, stated:
"The protection of human rights requires both national commitment and international solidarity. Our collaboration with ILAAD reflects a shared determination to support victims, strengthen international advocacy, and encourage meaningful engagement with United Nations mechanisms. We believe that sustained international attention is essential to safeguarding fundamental freedoms and promoting justice."
Maël Clerc, President and Founder of ILAAD, stated:
"Arbitrary detention is prohibited under international law and can never be justified as a means of silencing political opposition, restricting civic participation, or suppressing fundamental freedoms. ILAAD stands ready to work closely with JMBF to ensure that documented cases are brought before the appropriate international mechanisms and that the principles of due process, judicial independence, and human dignity are upheld."
The meeting marks an important step toward strengthening international cooperation to address concerns regarding arbitrary detention and to promote the protection of fundamental human rights in Bangladesh.

Paris, France | 6 mai 2026: Justicemakers Bangladesh in France (JMBF) a tenu une réunion bilatérale avec la Ligue Internationale contre la Détention Arbitraire (ILAAD) à Paris le 5 mai 2026 afin d’examiner la situation actuelle des droits humains au Bangladesh, en particulier les préoccupations liées à la détention arbitraire, et d’explorer les perspectives de coopération future.
La réunion a réuni Maël Clerc, Président et Fondateur de l’ILAAD, Maître Shahanur Islam, Fondateur et Président de JMBF, ainsi que M. Satar Ali Suman, Mécène de JMBF.
Au cours de la réunion, les participants ont échangé leurs points de vue sur la situation des droits humains au Bangladesh et ont exprimé leur préoccupation face aux informations faisant état de détentions arbitraires touchant des dirigeants politiques, des militants, des sympathisants de la Ligue Awami du Bangladesh et de ses organisations affiliées, ainsi que des avocats, des journalistes, des défenseurs des droits humains et des citoyens ordinaires.
Les deux organisations ont souligné l’importance de renforcer la coopération et le plaidoyer au niveau international afin de répondre à ces préoccupations. Dans le cadre de leur collaboration, JMBF et l’ILAAD ont convenu de documenter conjointement au moins 100 cas présumés de détention arbitraire au Bangladesh conformément aux normes internationales en matière de droits humains.
Les organisations ont également convenu de soumettre des appels urgents concernant les cas documentés aux mécanismes compétents des Nations Unies en matière de droits humains. En outre, elles prévoient de déposer des plaintes formelles auprès du Groupe de travail des Nations Unies sur la détention arbitraire concernant plusieurs cas individuels.
Au-delà des plaintes individuelles, JMBF et l’ILAAD ont convenu de préparer des soumissions thématiques portant sur les schémas de détention arbitraire affectant les avocats, les journalistes, les dirigeants politiques, les militants, les sympathisants politiques et les membres du grand public.
Dans le cadre de leurs efforts de plaidoyer, les deux organisations publieront conjointement un rapport complet fondé sur les cas documentés. Ce rapport devrait être officiellement présenté à Paris lors d’une conférence de presse après son achèvement.
La réunion a également abouti à un accord visant à organiser conjointement un événement parallèle à Genève lors d’une prochaine session du Conseil des droits de l’homme des Nations Unies ou d’une session pertinente du Groupe de travail des Nations Unies sur la détention arbitraire. Cet événement visera à sensibiliser davantage la communauté internationale à la situation au Bangladesh et à encourager un engagement accru des institutions internationales de défense des droits humains.
Par ailleurs, JMBF et l’ILAAD ont convenu d’engager des actions de plaidoyer auprès des Rapporteurs spéciaux et mécanismes compétents des Nations Unies, notamment le Rapporteur spécial sur l’indépendance des juges et des avocats, le Rapporteur spécial sur les droits à la liberté de réunion pacifique et à la liberté d’association, ainsi que le Groupe de travail sur la détention arbitraire.
L’objectif est d’encourager ces mécanismes à envisager une mission d’établissement des faits au Bangladesh afin d’évaluer les allégations de détention arbitraire ainsi que la situation générale des droits humains dans le pays.
Les deux organisations ont également convenu d’explorer les possibilités de financement et de partenariats institutionnels afin de soutenir la mise en œuvre des activités convenues.
Afin de formaliser leur coopération, JMBF et l’ILAAD ont annoncé qu’elles signeront prochainement un protocole d’accord (Memorandum of Understanding – MoU) définissant un cadre détaillé de collaboration ainsi qu’un plan d’action commun.
Maître Shahanur Islam, Fondateur et Président de JMBF, a déclaré :
« La détention arbitraire n’est pas seulement une violation de la liberté individuelle ; elle constitue également une atteinte à l’État de droit, aux valeurs démocratiques et aux droits fondamentaux. Grâce à notre partenariat avec l’ILAAD, nous nous engageons à documenter les cas conformément aux normes internationales et à faire entendre la voix des victimes auprès de la communauté internationale. La responsabilité, la transparence et le respect de l’État de droit doivent prévaloir sur l’impunité. »
