JMBF believes that these allegations constitute serious violations of the fundamental rights guaranteed under the Constitution of Bangladesh and international human rights law, particularly the Universal Declaration of Human Rights (UDHR) and the International Covenant on Civil and Political Rights (ICCPR). The organization therefore calls for the establishment of an independent, impartial, credible, and internationally compliant commission of inquiry, led by a Judge of the High Court Division of the Supreme Court of Bangladesh, with the participation and oversight of international human rights experts.
According to credible information received by JMBF, on 22 June, the Turag Thana Awami League and Bangladesh Chhatra League organized a procession and an oath-taking programme to commemorate the party's 77th anniversary. It is alleged that members of the Bangladesh Nationalist Party (BNP), together with members of law enforcement agencies, obstructed and attacked the procession. Following the incident, at least seven leaders and activists of the Awami League and Chhatra League reportedly went missing.
Subsequently, it was confirmed that three decomposed bodies were recovered from the Turag River. The deceased have been identified as Ariful Islam Arif, Suman Ahmed Chowdhury, and Biplob, all activists of the Turag Thana Chhatra League. It is alleged that they were subjected to brutal physical torture before being killed, after which their bodies were dumped into the river.
Meanwhile, Mamun, President of Turag Thana Sramik League, Imran, Organising Secretary of Bancharampur Upazila Chhatra League, and several other individuals are reportedly still missing. Their whereabouts remain unknown.
Family members of the deceased and missing persons have alleged that they have been subjected to continuous threats, intimidation, and psychological pressure aimed at discouraging them from seeking justice or speaking publicly about the incident. As a result, they are living in an atmosphere of fear and insecurity.
Furthermore, allegations have emerged that members of the Directorate General of Forces Intelligence (DGFI) have been present in and around the area in an attempt to suppress information relating to the incident. However, JMBF has not been able to independently verify these allegations in their entirety.
Leaders of the Awami League have alleged that the attack was deliberately carried out to disrupt the anniversary programme and that several of their members were subsequently killed or forcibly disappeared. They further alleged that a number of activists were arbitrarily arrested.
To verify the allegations, JMBF Founder President Advocate Shahanur Islam contacted the Officer-in-Charge (OC) of Turag Police Station. The OC stated that no such incident had occurred within the jurisdiction of Turag Police Station but acknowledged that he had learned about the recovery of the body of a Chhatra League activist named Suman from the Turag River under the jurisdiction of Ashulia Police Station.
JMBF subsequently contacted the Officer-in-Charge of Ashulia Police Station, Mohammad Tarikul Islam. After learning the caller's identity, he initially disconnected the call. When contacted again, he declined to provide any information regarding the incident.
JMBF also contacted Rakibul Hasan Ishan, Additional Superintendent of Police of Savar Circle. Although he initially began discussing the matter, he later declined to comment, citing official engagements.
JMBF is deeply concerned that reports of political violence, retaliatory arrests, allegations of extrajudicial killings, and the suppression of dissent continue to increase in Bangladesh. Equally concerning is the fact that a significant number of Bangladeshi media outlets have, for reasons unknown, remained silent and have not reported on this incident.
Advocate Shahanur Islam, Founder President of JMBF, stated:
"The alleged torture, killing, and disposal of bodies in a river solely because individuals held a particular political belief or participated in a peaceful political programme constitute an extremely grave violation of human rights. The pattern bears disturbing similarities to the culture of mob violence and politically motivated killings that emerged during the previous interim administration. Allegations suggest that the current BNP-led government is witnessing a new manifestation of that same pattern. If these allegations are substantiated through an independent investigation, all those responsible must be brought to justice, and the Government must be held accountable for fulfilling its constitutional and international human rights obligations."
He further stated:
"An independent, impartial, effective, and transparent investigation is essential to establish the true cause of the victims' deaths, determine the whereabouts of those who remain missing, and identify those responsible. The authorities must also ensure the immediate location of the missing persons, safeguard the legal rights of those arrested, and guarantee protection, justice, and effective remedies for the victims' families."
JMBF calls upon the Government of Bangladesh to immediately:
- Establish an independent, impartial, credible, and internationally compliant commission of inquiry headed by a Judge of the High Court Division into the Turag incident.
- Ensure the participation of relevant United Nations experts and international human rights observers in the investigation.
- Immediately determine the whereabouts of all missing persons and ensure their safety.
- Guarantee the protection of victims' families, witnesses, and eyewitnesses, and end all forms of intimidation and harassment against them.
- Ensure that anyone found responsible, regardless of political affiliation or official position, is held accountable through due legal process.
- Provide appropriate psychosocial support and adequate financial compensation to the affected families.
JMBF further calls upon the United Nations Human Rights Council, the UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, the UN Working Group on Enforced or Involuntary Disappearances, the UN Special Rapporteur on Torture, the European Union, and the broader international human rights community to closely monitor this case and support an independent international investigation.
Human rights are not a political privilege; they are the inherent and inalienable rights of every human being. The demand for truth, justice, accountability, and the safe recovery of all missing persons in the Turag incident will continue until justice is served.

পাশাপাশি, ঘটনাটি বাংলাদেশের সংবিধানে স্বীকৃত মৌলিক অধিকার এবং আন্তর্জাতিক মানবাধিকার আইনের, বিশেষ করে সর্বজনীন মানবাধিকার ঘোষণা (UDHR) ও আন্তর্জাতিক নাগরিক ও রাজনৈতিক অধিকারবিষয়ক চুক্তি (ICCPR)-এর গুরুতর লঙ্ঘনের শামিল উল্লেখ করে সংগঠনটি জাতিসংঘের মানবাধিকার বিশেষজ্ঞদের তত্ত্বাবধানে এবং বাংলাদেশের সুপ্রিম কোর্টের হাইকোর্ট বিভাগের একজন বিচারপতির নেতৃত্বে আন্তর্জাতিক মানসম্পন্ন একটি স্বাধীন, নিরপেক্ষ ও বিশ্বাসযোগ্য তদন্ত কমিশন গঠনের দাবি জানিয়েছে।
জেএমবিএফ-এর নির্ভরযোগ্য সূত্রে প্রাপ্ত তথ্য অনুযায়ী, ২২ জুন তুরাগ থানা আওয়ামী লীগ ও ছাত্রলীগের উদ্যোগে প্রতিষ্ঠাবার্ষিকী উপলক্ষে একটি মিছিল ও শপথ গ্রহণ কর্মসূচি অনুষ্ঠিত হয়। অভিযোগ রয়েছে, কর্মসূচি চলাকালে বিএনপির নেতাকর্মী এবং আইনশৃঙ্খলা রক্ষাকারী বাহিনীর সদস্যরা মিছিলে বাধা দেন এবং হামলা চালান। এর পরপরই অন্তত সাতজন আওয়ামী লীগ ও ছাত্রলীগের নেতাকর্মী নিখোঁজ হন।
পরবর্তীতে তুরাগ নদী থেকে তিনজনের অর্ধগলিত মরদেহ উদ্ধার করা হয়েছে বলে নিশ্চিত হওয়া যায়। নিহতরা হলেন তুরাগ থানা ছাত্রলীগের কর্মী আরিফুল ইসলাম আরিফ, সুমন আহেদ চৌধুরী এবং বিপ্লব। অভিযোগ অনুযায়ী, তাদের ওপর নির্মম শারীরিক নির্যাতন চালিয়ে হত্যা করার পর মরদেহ নদীতে ফেলে দেওয়া হয়।
এদিকে তুরাগ থানা শ্রমিক লীগের সভাপতি মামুন এবং বাঞ্ছারামপুর উপজেলা ছাত্রলীগের সাংগঠনিক সম্পাদক ইমরানসহ আরও কয়েকজন এখনো নিখোঁজ রয়েছেন বলে অভিযোগ রয়েছে। তাদের অবস্থান সম্পর্কে এখন পর্যন্ত কোনো নিশ্চিত তথ্য পাওয়া যায়নি।
নিহত ও নিখোঁজ ব্যক্তিদের স্বজনদের অভিযোগ, ঘটনার পর থেকে তারা অব্যাহত হুমকি, ভয়ভীতি প্রদর্শন এবং মানসিক চাপের মুখে রয়েছেন। তাদের দাবি, বিচার দাবি করা কিংবা ঘটনাটি প্রকাশ্যে আনতে না দেওয়ার উদ্দেশ্যে বিভিন্নভাবে তাদের ওপর চাপ সৃষ্টি করা হচ্ছে। ফলে পরিবারগুলো চরম আতঙ্কের মধ্যে দিন কাটাচ্ছে।
এছাড়া, ডিরেক্টরেট জেনারেল অব ফোর্সেস ইন্টেলিজেন্স (ডিজিএফআই)-এর সদস্যরা ঘটনাস্থল ও আশপাশের এলাকায় অবস্থান করে ঘটনাটি ধামাচাপা দেওয়ার চেষ্টা করছেন বলেও অভিযোগ পাওয়া গেছে। তবে জেএমবিএফ স্বাধীনভাবে অভিযোগগুলো সম্পূর্ণরূপে যাচাই করতে পারেনি।
আওয়ামী লীগের নেতারা দাবি করেছেন, প্রতিষ্ঠাবার্ষিকীর কর্মসূচি প্রতিহত করার উদ্দেশ্যে পরিকল্পিতভাবে এই হামলা চালানো হয় এবং পরবর্তীতে কয়েকজনকে হত্যা ও গুম করা হয়। একই সঙ্গে একাধিক নেতাকর্মীকে গ্রেপ্তার করা হয়েছে বলেও তারা অভিযোগ করেছেন।
ঘটনার সত্যতা যাচাইয়ের জন্য জেএমবিএফ-এর প্রতিষ্ঠাতা সভাপতি অ্যাডভোকেট শাহানূর ইসলাম তুরাগ থানার ভারপ্রাপ্ত কর্মকর্তার (ওসি)-এর সঙ্গে যোগাযোগ করলে তিনি জানান, তুরাগ থানা এলাকায় এ ধরনের কোনো ঘটনা ঘটেনি। তবে আশুলিয়া থানা এলাকার আওতাধীন তুরাগ নদী থেকে সুমন নামে ছাত্রলীগের একজন কর্মীর মরদেহ উদ্ধারের বিষয়টি তিনি জেনেছেন।
পরবর্তীতে আশুলিয়া থানার ভারপ্রাপ্ত কর্মকর্তা মোহাম্মদ তরিকুল ইসলামের সঙ্গে যোগাযোগ করা হলে তিনি পরিচয় জানার পর প্রথমে ফোনকলটি বিচ্ছিন্ন করে দেন। পরে পুনরায় যোগাযোগ করা হলে তিনি এ বিষয়ে কোনো তথ্য দিতে অপারগতা প্রকাশ করেন।
এ বিষয়ে সাভার সার্কেলের অতিরিক্ত পুলিশ সুপার রাকিবুল হাসান ইশানের সঙ্গে যোগাযোগ করা হলে তিনি প্রথমে ঘটনার বিষয়ে কথা বলতে শুরু করলেও পরে ব্যস্ততার কারণ দেখিয়ে কোনো মন্তব্য করতে অপারগতা প্রকাশ করেন।
জেএমবিএফ গভীর উদ্বেগের সঙ্গে লক্ষ্য করছে যে, সাম্প্রতিক সময়ে বাংলাদেশে রাজনৈতিক সহিংসতা, প্রতিশোধমূলক গ্রেপ্তার, বিচারবহির্ভূত হত্যার অভিযোগ এবং ভিন্নমত দমনের প্রবণতা ক্রমশ বৃদ্ধি পেলেও বাংলাদেশের অধিকাংশ গণমাধ্যম অজানা কারণে এ ঘটনায় কোনো প্রতিবেদন বা সংবাদ প্রকাশ না করে নীরব ভূমিকা পালন করছে।
জেএমবিএফ-এর প্রতিষ্ঠাতা সভাপতি অ্যাডভোকেট শাহানূর ইসলাম বলেন,
"শুধুমাত্র একটি নির্দিষ্ট রাজনৈতিক দলের মতাদর্শ ধারণ করা এবং একটি শান্তিপূর্ণ রাজনৈতিক কর্মসূচিতে অংশগ্রহণের কারণে কাউকে নির্যাতন করে হত্যা করে নদীতে ফেলে দেওয়া এবং পরে সেই ঘটনার সঙ্গে গুমের অভিযোগ ওঠা অত্যন্ত গুরুতর মানবাধিকার লঙ্ঘনের শামিল। বিগত অন্তর্বর্তীকালীন সরকারের সময় যেভাবে মব ভায়োলেন্সের মাধ্যমে বাংলাদেশ আওয়ামী লীগ ও এর নেতাকর্মীদের হত্যার একটি সংস্কৃতি তৈরি হয়েছিল, বর্তমান বিএনপি সরকারের আমলে তারই নতুন রূপ দেখা যাচ্ছে বলে অভিযোগ উঠছে। যদি এসব অভিযোগের নিরপেক্ষ তদন্তে সত্যতা প্রমাণিত হয়, তবে দায়ীদের আইনের আওতায় এনে বিচারের মুখোমুখি করতে হবে এবং সরকারকেও তার সাংবিধানিক ও আন্তর্জাতিক দায়বদ্ধতার জন্য জবাবদিহি করতে হবে।"
তিনি আরও বলেন,
"নিহতদের মৃত্যুর প্রকৃত কারণ, নিখোঁজ ব্যক্তিদের অবস্থান এবং ঘটনার সঙ্গে কারা জড়িত, তা নির্ধারণে একটি স্বাধীন, নিরপেক্ষ, কার্যকর ও স্বচ্ছ তদন্ত অপরিহার্য। একই সঙ্গে নিখোঁজ ব্যক্তিদের দ্রুত সন্ধান, গ্রেপ্তার ব্যক্তিদের আইনগত অধিকার নিশ্চিত করা এবং নিহতদের পরিবারের নিরাপত্তা ও ন্যায়বিচার নিশ্চিত করতে হবে।"
জেএমবিএফ বাংলাদেশ সরকারের প্রতি অবিলম্বে নিম্নলিখিত পদক্ষেপ গ্রহণের আহ্বান জানাচ্ছে—
১। তুরাগের ঘটনায় একজন হাইকোর্ট বিভাগের বিচারপতির নেতৃত্বে আন্তর্জাতিক মানসম্পন্ন, স্বাধীন, নিরপেক্ষ ও বিশ্বাসযোগ্য তদন্ত কমিশন গঠন করতে হবে।২। তদন্ত কার্যক্রমে জাতিসংঘের সংশ্লিষ্ট বিশেষজ্ঞ ও আন্তর্জাতিক মানবাধিকার পর্যবেক্ষকদের অংশগ্রহণ নিশ্চিত করতে হবে।৩। সকল নিখোঁজ ব্যক্তির সন্ধান দ্রুত নিশ্চিত করতে হবে এবং তাদের নিরাপত্তা নিশ্চিত করতে হবে।৪। নিহতদের পরিবারের সদস্য, প্রত্যক্ষদর্শী ও সাক্ষীদের নিরাপত্তা নিশ্চিত করতে হবে এবং তাদের বিরুদ্ধে সব ধরনের ভয়ভীতি ও হয়রানি বন্ধ করতে হবে।৫। তদন্তে দায়ী ব্যক্তি বা প্রতিষ্ঠানের সংশ্লিষ্টতা প্রমাণিত হলে রাজনৈতিক পরিচয় নির্বিশেষে তাদের বিরুদ্ধে আইনানুগ ব্যবস্থা গ্রহণ করতে হবে।৬। ভুক্তভোগী পরিবারগুলোকে মানসিক-সামাজিক সহায়তা এবং উপযুক্ত আর্থিক ক্ষতিপূরণ প্রদান করতে হবে।
জেএমবিএফ জাতিসংঘের মানবাধিকার পরিষদ, জাতিসংঘের বিচারবহির্ভূত, তাৎক্ষণিক বা ইচ্ছাকৃত হত্যাবিষয়ক বিশেষ প্রতিবেদক, জোরপূর্বক বা অনিচ্ছাকৃত গুমবিষয়ক কার্যকরী দল, নির্যাতনবিষয়ক বিশেষ প্রতিবেদক, ইউরোপীয় ইউনিয়ন এবং আন্তর্জাতিক মানবাধিকার সংস্থাগুলোর প্রতি এই ঘটনার ওপর নিবিড় নজরদারি এবং একটি স্বাধীন আন্তর্জাতিক তদন্তে সহায়তা করার আহ্বান জানাচ্ছে।
মানবাধিকার কোনো রাজনৈতিক অনুগ্রহ নয়; এটি প্রতিটি মানুষের জন্মগত ও অবিচ্ছেদ্য অধিকার। তুরাগের ঘটনার পূর্ণ সত্য উদ্ঘাটন, সকল নিখোঁজ ব্যক্তির সন্ধান এবং দোষীদের জবাবদিহি নিশ্চিত না হওয়া পর্যন্ত ন্যায়বিচারের দাবি অব্যাহত থাকবে।

ALERTE BANGLADESH : JMBF exprime sa profonde inquiétude et condamne fermement les allégations de découverte de trois corps et de disparitions forcées de plusieurs personnes à la suite du programme marquant le 77e anniversaire de la Ligue Awami
JMBF estime que ces allégations constituent de graves violations des droits fondamentaux garantis par la Constitution du Bangladesh ainsi que par le droit international des droits humains, en particulier la Déclaration universelle des droits de l'homme (DUDH) et le Pacte international relatif aux droits civils et politiques (PIDCP). L'organisation appelle par conséquent à la mise en place d'une commission d'enquête indépendante, impartiale, crédible et conforme aux normes internationales, placée sous la direction d'un juge de la Haute Cour de la Cour suprême du Bangladesh, avec la participation et la supervision d'experts internationaux en droits humains.
Selon des informations crédibles recueillies par JMBF, le 22 juin, la Ligue Awami de Turag Thana et la Bangladesh Chhatra League ont organisé une procession et une cérémonie de prestation de serment pour célébrer le 77e anniversaire du parti. Il est allégué que des membres du Parti nationaliste du Bangladesh (BNP), conjointement avec des membres des forces de l'ordre, ont empêché le déroulement de la procession et l'ont attaquée. À la suite de cet incident, au moins sept dirigeants et militants de la Ligue Awami et de la Chhatra League auraient disparu.
Par la suite, il a été confirmé que trois corps en état de décomposition avaient été retrouvés dans la rivière Turag. Les victimes ont été identifiées comme Ariful Islam Arif, Suman Ahmed Chowdhury et Biplob, tous trois militants de la Chhatra League de Turag Thana. Selon les allégations, ils auraient été soumis à de graves actes de torture avant d'être tués, puis leurs corps auraient été jetés dans la rivière.
Par ailleurs, Mamun, président de la Sramik League de Turag Thana, Imran, secrétaire à l'organisation de la Chhatra League de l'Upazila de Bancharampur, ainsi que plusieurs autres personnes, seraient toujours portés disparus. Leur sort demeure inconnu.
Les familles des personnes décédées et disparues affirment être soumises à des menaces constantes, à des actes d'intimidation et à des pressions psychologiques destinées à les empêcher de réclamer justice ou de s'exprimer publiquement sur cette affaire. Elles vivent ainsi dans un climat de peur et d'insécurité.
En outre, des allégations font état de la présence de membres de la Direction générale des forces de renseignement (DGFI) sur les lieux et dans les environs afin d'étouffer l'affaire. Toutefois, JMBF n'a pas été en mesure de vérifier ces allégations de manière indépendante.
Les dirigeants de la Ligue Awami soutiennent que cette attaque a été planifiée afin d'empêcher la tenue du programme commémoratif et que plusieurs de leurs membres ont ensuite été tués ou victimes de disparition forcée. Ils affirment également que plusieurs militants ont été arrêtés arbitrairement.
Afin de vérifier ces allégations, le président fondateur de JMBF, Maître Shahanur Islam, a contacté le chef du poste de police (Officer-in-Charge) de Turag. Celui-ci a déclaré qu'aucun incident de cette nature ne s'était produit dans la juridiction de son commissariat, tout en indiquant avoir appris qu'un corps, identifié comme celui d'un militant de la Chhatra League nommé Suman, avait été retrouvé dans la rivière Turag, dans la juridiction du commissariat d'Ashulia.
JMBF a ensuite contacté le chef du commissariat d'Ashulia, Mohammad Tarikul Islam. Après avoir pris connaissance de l'identité de son interlocuteur, celui-ci a d'abord interrompu la communication, puis, recontacté par la suite, a refusé de fournir toute information sur cette affaire.
JMBF a également pris contact avec Rakibul Hasan Ishan, surintendant adjoint de la police du cercle de Savar. Après avoir commencé à évoquer les faits, celui-ci a finalement refusé tout commentaire en invoquant des obligations professionnelles.
JMBF est profondément préoccupée par l'augmentation des violences politiques, des arrestations de représailles, des allégations d'exécutions extrajudiciaires et de la répression des opinions dissidentes au Bangladesh. L'organisation s'inquiète également du silence observé par une grande partie des médias bangladais qui, pour des raisons inconnues, n'ont publié aucune information sur cette affaire.
Le président fondateur de JMBF, Maître Shahanur Islam, a déclaré :
« Les allégations selon lesquelles des personnes auraient été torturées, tuées puis jetées dans une rivière uniquement en raison de leurs opinions politiques ou de leur participation à une manifestation politique pacifique constituent une violation extrêmement grave des droits humains. Ce schéma rappelle de manière inquiétante la culture de la violence collective et des assassinats à motivation politique qui s'était développée sous l'administration intérimaire précédente. Les allégations laissent penser que le gouvernement actuel dirigé par le BNP en représente aujourd'hui une nouvelle manifestation. Si ces faits sont confirmés par une enquête indépendante, tous les responsables devront être traduits en justice et le gouvernement devra répondre de ses obligations constitutionnelles et internationales en matière de droits humains. »
Il a ajouté :
« Une enquête indépendante, impartiale, efficace et transparente est indispensable pour établir les causes exactes des décès, déterminer le sort des personnes toujours disparues et identifier les responsables. Les autorités doivent également localiser sans délai toutes les personnes disparues, garantir les droits fondamentaux des personnes arrêtées et assurer la protection, la justice et des réparations effectives aux familles des victimes. »
JMBF appelle le Gouvernement du Bangladesh à prendre immédiatement les mesures suivantes :
- Créer une commission d'enquête indépendante, impartiale, crédible et conforme aux normes internationales, présidée par un juge de la Haute Cour de la Cour suprême du Bangladesh, afin d'enquêter sur les événements de Turag.
- Garantir la participation d'experts compétents des Nations Unies et d'observateurs internationaux des droits humains à cette enquête.
- Localiser sans délai toutes les personnes disparues et assurer leur sécurité.
- Garantir la protection des familles des victimes, des témoins et des témoins oculaires, et mettre fin à toute forme d'intimidation et de harcèlement à leur encontre.
- Veiller à ce que toute personne reconnue responsable, indépendamment de son affiliation politique ou de sa fonction officielle, soit poursuivie conformément à la loi.
- Fournir aux familles des victimes un soutien psychosocial approprié ainsi qu'une indemnisation financière adéquate.
JMBF appelle en outre le Conseil des droits de l'homme des Nations Unies, le Rapporteur spécial des Nations Unies sur les exécutions extrajudiciaires, sommaires ou arbitraires, le Groupe de travail des Nations Unies sur les disparitions forcées ou involontaires, le Rapporteur spécial sur la torture, l'Union européenne ainsi que l'ensemble de la communauté internationale des droits humains à suivre de près cette affaire et à soutenir une enquête internationale indépendante.
Les droits humains ne sont pas un privilège politique ; ils constituent des droits inhérents et inaliénables de chaque être humain. La quête de vérité, de justice, de responsabilité et de la localisation de toutes les personnes disparues dans l'affaire de Turag se poursuivra jusqu'à ce que justice soit rendue.
