PRESS RELEASE: JMBF Publishes Report on Sexual Violence Against Boy Children in Bangladesh During the First Nine Months of 2026

Ensure independent investigations, transparent trials and protection for victims to end sexual violence against boy children in Bangladesh

Paris, 1 October 2026:
 JusticeMakers Bangladesh in France (JMBF), an independent, non-political and non-profit international human rights organisation based in France, has published a report on sexual violence against boy children across Bangladesh during the nine months from 1 January to 30 September 2026. Today, 1 October, the organisation released the report from its headquarters in Paris, France, by publishing a press release on JMBF’s website and social media and sending it directly by email to various media outlets and organisations.

JMBF monitored and documented these incidents on the basis of verified information published on the websites of 82 national, local and international news outlets based in Bangladesh and abroad, and on social media.

According to JMBF’s report based on its monitoring and documentation, during the first nine months of 2026, 171 boy children were subjected to sexual violence involving 156 accused persons in 131 reported incidents across the country. Of these, 161 boy children were victims of rape in 122 incidents, and 10 boy children were victims of attempted rape in nine incidents.

Advocate Shahanur Islam, Founder President of JusticeMakers Bangladesh in France (JMBF) and a prominent human rights lawyer, has expressed deep concern over rape, attempted rape, prolonged sexual abuse, intimidation and the suppression of allegations involving boy children in Bangladesh. He has urgently called for the immediate, impartial investigation of every incident, prompt and transparent trials of the accused with child-friendly judicial support, exemplary punishment, and measures to ensure children’s safety in residential and non-residential religious educational institutions, neighbourhoods and workplaces. He has also demanded medical care and psychosocial services for every child.

Gaps in protection at religious educational institutions

According to JMBF’s monitored and documented information, 122 madrasa students in 84 incidents and 40 students from other schools in 38 incidents were victims of rape or attempted rape. Among these, 72 incidents occurred in madrasas, involving 109 documented victims. In 65 incidents, 81 madrasa teachers were accused of rape or attempted rape.

The monitoring findings indicate that these acts of violence involved a madrasa teacher waking children and calling them away, taking them to separate rooms, offering them food or money, threatening to kill them, and intimidating them with threats to circulate videos on the madrasa premises. Some allegations also involved a failure to act after the authorities were informed, instructions to families to remain silent, settlements through informal arbitration, or assistance to the accused in escaping. The responsibility of the institutions and the role of possible accomplices in these allegations require separate investigation.

Prolonged abuse and serious harm

According to JMBF’s monitored and documented information, 77 victims in 43 incidents were raped repeatedly or over a prolonged period. Preventing prolonged abuse requires safe opportunities for children to make complaints, contact with parents or guardians, and regular oversight.

According to JMBF’s monitored and documented information, the monitoring findings show that three victims died following three incidents of rape. Physical injuries to 45 victims were also reported in 31 incidents.

Geographical spread and trends over time

According to JMBF’s monitored and documented information, sexual violence against boy children occurred in all eight divisions. Rape or attempted rape affected 31 boy children in 29 incidents in Chattogram Division, 35 in 28 incidents in Dhaka Division, 29 in 20 incidents in Khulna Division, and 25 in 10 incidents in Sylhet Division.

According to JMBF’s monitored and documented information, August recorded the highest number of incidents: 29 incidents involving 38 boy children. In September, 37 boy children were victims of rape or attempted rape in 17 incidents.

Legal action and accountability

According to JMBF’s monitored and documented information, cases or General Diary (GD) entries were registered in 117 incidents involving 139 victims. No case or GD entry was registered in 14 incidents involving 32 victims. Information on arrests or partial arrests was available for 101 incidents; the total number of persons arrested was 119. JMBF believes that it is able to document only a negligible proportion of the boy children subjected to sexual violence every day across the country. This is because only incidents in which cases are filed and the accused are arrested come to its attention. Other incidents are covered up and remain unnoticed.

According to JMBF’s monitored and documented information, 116 incidents involving 138 victims are under investigation. JMBF calls for accountability through effective investigations and child-friendly judicial procedures.

JMBF’s demands

  • Every allegation must be investigated promptly, impartially and effectively. Conditions must be established to ensure that the accused person’s position, profession, social influence or political affiliation cannot affect the investigation. Allegations of concealing complaints, intimidation and assisting the accused to escape must also be investigated.
  • The safety of children and their families must be ensured. A child’s name, photograph, address, identifiable connection to an institution, or any other identifying information must not be disclosed. Safe complaint mechanisms and witness protection measures must be established.
  • Child-friendly medical examinations, necessary treatment, long-term psychosocial support, free legal assistance and opportunities to continue education must be ensured. Accessible support must be provided for children with disabilities.
  • Madrasas, schools, orphanages and residential institutions must introduce child protection policies, staff codes of conduct, independent complaint mechanisms, regular communication with parents or guardians, and effective oversight.
  • Informal arbitration, settlements in exchange for money, or resignation must not be treated as substitutes for investigation and judicial proceedings in cases of alleged sexual violence. Pressure on children to withdraw complaints must end.
  • Child-friendly judicial procedures and confidentiality of identity must be ensured for accused persons who are minors. JMBF calls for fair trials and accountability consistent with human rights instead of the death penalty.
  • State agencies must publish separate, regularly updated statistics on incidents, victims, accused persons, cases, investigations and judicial outcomes while keeping identities confidential. Mechanisms must also be established to identify duplicate reporting of the same incident.

JMBF calls on the media, educational institutions, civil society and relevant government authorities to take allegations of sexual violence against boy children seriously and to refrain from blaming victims. Accountability must be ensured while safeguarding the safety and dignity of children and their families.

বাংলাদেশে ছেলে শিশুদের বিরুদ্ধে যৌন সহিংসতা বন্ধে স্বাধীন তদন্ত, স্বচ্ছ বিচার ও ভুক্তভোগীর সুরক্ষা নিশ্চিত করা হোক

প্যারিস, ০১ অক্টোবর ২০২৬: ফ্রান্সভিত্তিক স্বাধীন, অরাজনৈতিক ও অলাভজনক আন্তর্জাতিক মানবাধিকার সংগঠন জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স ২০২৬ সালের ১ জানুয়ারি থেকে ৩০ সেপ্টেম্বর পর্যন্ত ৯ মাসে সারাদেশে ছেলে শিশুর ওপর সংঘটিত যৌন সহিংসতার প্রতিবেদন প্রকাশ করেছে। সংগঠনের প্রধান কার্যালয় ফ্রান্সের প্যারিস থেকে আজ ১ অক্টোবরজেএমবিএফ এর  ওয়েবসাইট ও সোশ্যাল মিডিয়ায় প্রেস বিজ্ঞপ্তি প্রকাশ ও বিভিন্ন গণমাধ্যম ও সংগঠনের নিকট সরাসরি ইমেইল প্রেরণের মাধ্যমে প্রতিবেদনটি প্রকাশ করে।

, স্থানীয় ও আন্তর্জাতিক সংবাদমাধ্যমের ওয়েবসাইট এবং সামাজিক যোগাযোগমাধ্যমে প্রকাশিত যাচাইকৃত তথ্যের ভিত্তিতে এসব ঘটনা পর্যবেক্ষণ ও নথিভুক্ত করেছে।
জেএমবিএফের পর্যবেক্ষণকৃত ও নথিভুক্ত প্রতিবেদন অনুযায়ী, ২০২৬ সালের প্রথম নয় মাসে সারা দেশে ১৩১টি প্রকাশিত ঘটনায় ১৭১ জন ছেলে শিশু ১৫৬ জন অভিযুক্তের কর্তৃক 
যৌন সহিংসতার শিকার হয়েছেন। তার মধ্যে ১২২টি ঘটনায় ১৬১ জন ছেলে শিশু ধর্ষণ এবং ৯টি ঘটনায় ১০ জন ছেলে শিশু ধর্ষণ চেষ্টার শিকার হয়েছে। 

জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ) এর প্রতিষ্ঠাতা সভাপতি ও বিশিষ্ট মানবাধিকার আইনজীবী অ্যাডভোকেট শাহানুর ইসলাম বাংলাদেশের ছেলে শিশুদের বিরুদ্ধে ধর্ষণ, ধর্ষণচেষ্টা, দীর্ঘদিনের যৌন নির্যাতন, ভয়ভীতি প্রদর্শন এবং অভিযোগ ধামাচাপা দেওয়ার ঘটনায় গভীর উদ্বেগ প্রকাশ করছে এবং অবিলম্বে প্রতিটি ঘটনার নিরপেক্ষ তদন্ত, শিশুবান্ধব বিচারিক সহায়তার মাধ্যমে অভিযুক্তের বিরুদ্ধে দ্রুত স্বচ্ছ বিচারের দৃষ্টান্তমূলক শাস্তি প্রদানসহ আবাসিক ও অনাবাসিক ধর্মীয় শিক্ষা প্রতিষ্ঠান, প্রতিবেশী এলাকা এবং কর্মস্থলে শিশুদের নিরাপত্তা নিশ্চিত করার জরুরি আহ্বান জানিয়েছে। পাশাপাশি প্রতিটি শিশুর চিকিৎসা ও মনোসামাজিক সেবা নিশ্চিত করার দাবি জানাচ্ছে।

ধর্মীয় শিক্ষা প্রতিষ্ঠানে সুরক্ষার ঘাটতি

জেএমবিএফের পর্যবেক্ষণকৃত ও নথিভুক্ত তথ্য অনুযায়ী, ৮৪টি ঘটনায় ১২২ জন মাদ্রাসা শিক্ষার্থী এবং ৩৮টি ঘটনায় ৪০ জনঅন্যান্য বিদ্যালয় শিক্ষার্থী ধর্ষণ ও ধর্ষণ চেষ্টার শিকার রয়েছে। তাঁদের মধ্যে ৭২টি ঘটনা মাদ্রাসায় ঘটেছে, যাতে ১০৯ জন ভুক্তভোগী নথিভুক্ত হয়েছে। ৬৫টি ঘটনায় ৮১ জন অভিযুক্ত মাদ্রাসা শিক্ষক ধর্ষণ বা ধর্ষণ চেষ্টার দায়ে অভিযুক্ত হয়েছে। 

ঘুম থেকে ডেকে নেওয়া, আলাদা কক্ষে নিয়ে যাওয়া, খাবার বা অর্থের প্রলোভন, হত্যার হুমকি এবং ভিডিও ছড়িয়ে দেওয়ার ভয় দেখানোর মাধ্যমে এইসব সহিংসতার ঘটনা ঘটেছে বলে পর্যবেক্ষণে উল্লেখ করেছে। কিছু অভিযোগে কর্তৃপক্ষকে জানানোর পরও ব্যবস্থা না নেওয়া, পরিবারকে চুপ থাকতে বলা, সালিশে মীমাংসা কিংবা অভিযুক্তকে পালাতে সহায়তা করার কথাও উঠে এসেছে। এসব অভিযোগে প্রতিষ্ঠানের দায়িত্ব এবং সম্ভাব্য সহায়তাকারীদের ভূমিকা আলাদাভাবে তদন্ত করা প্রয়োজন।

দীর্ঘস্থায়ী নির্যাতন ও গুরুতর ক্ষতি

জেএমবিএফের পর্যবেক্ষণকৃত ও নথিভুক্ত তথ্য অনুযায়ী, ৪৩টি ঘটনায় ৭৭ জন ভুক্তভোগী একাধিকবার বা দীর্ঘদিন যাবত ধর্ষণের শিকার হয়েছে। দীর্ঘস্থায়ী নির্যাতন প্রতিরোধে শিশুদের নিরাপদে অভিযোগ জানানোর সুযোগ, অভিভাবকের সঙ্গে যোগাযোগ এবং নিয়মিত তদারকি প্রয়োজন।

জেএমবিএফের পর্যবেক্ষণকৃত ও নথিভুক্ত তথ্য অনুযায়ী, ধর্ষণের তিনটি ঘটনা পরবর্তীতে ৩ জন ভুক্তভোগীর মৃত্যু হয়েছে বলে পর্যবেক্ষণে উঠে এসেছে। তাছাড়া, ৩১টি ঘটনায় ৪৫ জন ভুক্তভোগীকে শারীরিক আঘাতের বিষয় উঠে এসেছে।

ভৌগোলিক বিস্তার ও সময়ের চিত্র

জেএমবিএফের পর্যবেক্ষণকৃত ও নথিভুক্ত তথ্য অনুযায়ী, আটটি বিভাগেই ছেলে শিশুদের ওপর যৌন সহিংসতার ঘটনা ঘটেছে। চট্টগ্রাম বিভাগে ২৯টি ঘটনায় ৩১ জন, ঢাকা বিভাগে ২৮টি ঘটনায় ৩৫ জন, খুলনা বিভাগে ২০টি ঘটনায় ২৯ জন এবং  সিলেটবিভাগে  ১০টি ঘটনায় ২৫ জন ছেলেশিশু ধর্ষণ বা ধর্ষণ চেষ্টার শিকার হয়েছে।

জেএমবিএফের পর্যবেক্ষণকৃত ও নথিভুক্ত তথ্য অনুযায়ী, আগস্টে সর্বোচ্চ ২৯টি ঘটনায় ৩৮ জন এবং সেপ্টেম্বরে ১৭টি ঘটনায় ৩৭ জন ছেলে শিশু ধর্ষণ বা ধর্ষণের চেষ্টার শিকার হয়েছে। 

আইনগত পদক্ষেপ ও জবাবদিহি

জেএমবিএফের পর্যবেক্ষণকৃত ও নথিভুক্ত তথ্য অনুযায়ী, ১১৭টি ঘটনায় মামলা বা জিডি নথিভুক্ত হয়েছে, যেখানে ভুক্তভোগীর সংখ্যা ১৩৯ জন। মামলা বা জিডি হয়নি ১৪টি ঘটনায়, যেখানে ৩২ জন ভুক্তভোগী রয়েছে। গ্রেপ্তার বা আংশিক গ্রেপ্তারের তথ্য রয়েছে ১০১টি ঘটনায়; মোট গ্রেপ্তার ব্যক্তির সংখ্যা ১১৯ জন। জেএমবিএফ বিশ্বাস করে যে, সারাদেশে প্রতিদিন যত সংখ্যক ছেলেশিশু যৌন সহিংসতার শিকার হয়, তার নগণ্য অংশ জেএমবিএফ নথিভুক্ত করতে সক্ষম হয়। কারণ, শুধুমাত্র যেসব ঘটনায় মামলা দায়ের এবং অভিযুক্তকে গ্রেপ্তার করে সেসব ঘটনায় নজরে আসে। অন্যান্য ঘটনা ধামাচাপা পড়ে যায় এবং অগোচরেই থেকে যায়। 

জেএমবিএফের পর্যবেক্ষণকৃত ও নথিভুক্ত তথ্য অনুযায়ী, ১১৬টি ঘটনা তদন্তাধীন, এসব ঘটনায় ভুক্তভোগীর সংখ্যা ১৩৮ জন । জেএমবিএফ কার্যকর তদন্ত ও শিশুবান্ধব বিচারিক প্রক্রিয়ার মাধ্যমে জবাবদিহি নিশ্চিত করার দাবি জানায়।

জেএমবিএফের দাবি

  • প্রতিটি অভিযোগের দ্রুত, নিরপেক্ষ ও কার্যকর তদন্ত করতে হবে। অভিযুক্তের পদ, পেশা, সামাজিক প্রভাব বা রাজনৈতিক পরিচয় তদন্তে প্রভাব না ফেলতে পারে সেই পরিবেশ নিশ্চিত করতে হবে। অভিযোগ গোপন করা, ভয় দেখানো এবং অভিযুক্তকে পালাতে সাহায্য করার অভিযোগও তদন্ত করতে হবে।
  • শিশু ও পরিবারের নিরাপত্তা নিশ্চিত করতে হবে। শিশুর নাম, ছবি, ঠিকানা, প্রতিষ্ঠানের সঙ্গে শনাক্তযোগ্য সম্পর্ক এবং অন্য কোনো পরিচয় প্রকাশ থেকে বিরত থাকতে হবে। নিরাপদ অভিযোগ গ্রহণ এবং সাক্ষী সুরক্ষার ব্যবস্থা করতে হবে।
  • শিশুবান্ধব স্বাস্থ্য পরীক্ষা, প্রয়োজনীয় চিকিৎসা, দীর্ঘমেয়াদি মনোসামাজিক সহায়তা, বিনামূল্যে আইনি সহায়তা এবং পড়াশোনা চালিয়ে যাওয়ার সুযোগ নিশ্চিত করতে হবে। প্রতিবন্ধী শিশুদের জন্য প্রবেশগম্য সহায়তা নিশ্চিত করতে হবে। 
  • মাদ্রাসা, বিদ্যালয়, এতিমখানা এবং আবাসিক প্রতিষ্ঠানে শিশু সুরক্ষানীতি, কর্মীদের আচরণবিধি, অভিযোগ জানানোর স্বাধীন ব্যবস্থা, অভিভাবকের সঙ্গে নিয়মিত যোগাযোগ এবং কার্যকর তদারকি চালু করতে হবে।
  • যৌন সহিংসতার অভিযোগে সালিশ, অর্থের বিনিময়ে আপস কিংবা পদত্যাগকে তদন্ত ও বিচারিক ব্যবস্থার বিকল্প করা যাবে না। শিশুর ওপর অভিযোগ প্রত্যাহারের চাপ বন্ধ করতে হবে।
  • অপ্রাপ্তবয়স্ক অভিযুক্তের ক্ষেত্রে শিশুবান্ধব বিচারিক প্রক্রিয়া ও পরিচয়ের গোপনীয়তা রক্ষা করতে হবে। জেএমবিএফ মৃত্যুদণ্ডের পরিবর্তে ন্যায়সংগত বিচার এবং মানবাধিকারের সঙ্গে সামঞ্জস্যপূর্ণ জবাবদিহির দাবি জানায়।
  • রাষ্ট্রীয় সংস্থাকে পরিচয় গোপন রেখে ঘটনা, ভুক্তভোগী, অভিযুক্ত, মামলা, তদন্ত ও বিচারিক ফলাফলের পৃথক এবং নিয়মিত হালনাগাদ পরিসংখ্যান প্রকাশ করতে হবে। একই ঘটনার পুনরাবৃত্তি শনাক্ত করার ব্যবস্থাও রাখতে হবে।

জেএমবিএফ গণমাধ্যম, শিক্ষা প্রতিষ্ঠান, নাগরিক সমাজ এবং সংশ্লিষ্ট সরকারি কর্তৃপক্ষকে ছেলে শিশুদের যৌন সহিংসতার অভিযোগ গুরুত্বের সঙ্গে গ্রহণ এবং ভুক্তভোগীকে দোষারোপ না করার আহ্বান জানায়। শিশু ও পরিবারের নিরাপত্তা এবং মর্যাদা বজায় রেখেই জবাবদিহি নিশ্চিত করতে হবে।

COMMUNIQUÉ DE PRESSE : JMBF publie un rapport sur les violences sexuelles contre les garçons au Bangladesh au cours des neuf premiers mois de 2026

Garantir des enquêtes indépendantes, des procès transparents et la protection des victimes pour mettre fin aux violences sexuelles contre les garçons au Bangladesh

Paris, le 1er octobre 2026 : JusticeMakers Bangladesh in France (JMBF), une organisation internationale de défense des droits humains indépendante, apolitique et à but non lucratif basée en France, a publié un rapport sur les violences sexuelles contre les garçons à travers le Bangladesh pendant les neuf mois allant du 1er janvier au 30 septembre 2026. Aujourd’hui, le 1er octobre, l’organisation a diffusé le rapport depuis son siège à Paris, en France, en publiant un communiqué de presse sur son site internet et ses réseaux sociaux et en l’envoyant directement par courriel à différents médias et organisations.

JMBF a suivi et documenté ces incidents à partir d’informations vérifiées publiées sur les sites internet de 82 médias nationaux, locaux et internationaux basés au Bangladesh et à l’étranger, ainsi que sur les réseaux sociaux.

Selon le rapport de JMBF fondé sur ses activités de suivi et de documentation, au cours des neuf premiers mois de 2026, 171 garçons ont subi des violences sexuelles impliquant 156 personnes mises en cause dans 131 incidents signalés à travers le pays. Parmi eux, 161 garçons ont été victimes de viol dans 122 incidents et 10 garçons ont été victimes de tentative de viol dans neuf incidents.

Maître Shahanur Islam, président fondateur de JusticeMakers Bangladesh in France (JMBF) et éminent avocat défenseur des droits humains, a exprimé sa profonde préoccupation face aux viols, aux tentatives de viol, aux abus sexuels prolongés, aux intimidations et à la dissimulation d’allégations concernant des garçons au Bangladesh. Il a demandé de toute urgence une enquête immédiate et impartiale sur chaque incident, des procès rapides et transparents des personnes mises en cause, avec un accompagnement judiciaire adapté aux enfants, des sanctions exemplaires et des mesures garantissant la sécurité des enfants dans les établissements d’enseignement religieux avec ou sans internat, les quartiers et les lieux de travail. Il a également demandé des soins médicaux et des services psychosociaux pour chaque enfant.

Lacunes dans la protection au sein des établissements d’enseignement religieux

Selon les informations suivies et documentées par JMBF, 122 élèves de madrasas dans 84 incidents et 40 élèves d’autres écoles dans 38 incidents ont été victimes de viol ou de tentative de viol. Parmi ces incidents, 72 se sont produits dans des madrasas, avec 109 victimes documentées. Dans 65 incidents, 81 enseignants de madrasas ont été mis en cause pour viol ou tentative de viol.

Les résultats du suivi indiquent que ces actes de violence impliquaient un enseignant de madrasa qui réveillait les enfants et les faisait venir à l’écart, les emmenait dans des pièces séparées, leur proposait de la nourriture ou de l’argent, menaçait de les tuer et les intimidait en menaçant de diffuser des vidéos dans l’enceinte de la madrasa. Certaines allégations faisaient également état d’une absence de mesures après que les autorités avaient été informées, de consignes données aux familles pour qu’elles gardent le silence, de règlements par arbitrage informel ou d’une aide apportée aux personnes mises en cause pour s’enfuir. La responsabilité des établissements et le rôle d’éventuels complices dans ces allégations doivent faire l’objet d’enquêtes distinctes.

Abus prolongés et préjudices graves

Selon les informations suivies et documentées par JMBF, 77 victimes dans 43 incidents ont subi des viols répétés ou pendant une période prolongée. La prévention des abus prolongés exige que les enfants puissent déposer des plaintes en toute sécurité, communiquer avec leurs parents ou tuteurs et bénéficier d’une surveillance régulière.

Selon les informations suivies et documentées par JMBF, les résultats du suivi montrent que trois victimes sont décédées à la suite de trois incidents de viol. Des blessures physiques concernant 45 victimes ont également été signalées dans 31 incidents.

Répartition géographique et évolution dans le temps

Selon les informations suivies et documentées par JMBF, des violences sexuelles contre les garçons ont été commises dans les huit divisions. Des viols ou tentatives de viol ont touché 31 garçons dans 29 incidents dans la division de Chattogram, 35 dans 28 incidents dans la division de Dhaka, 29 dans 20 incidents dans la division de Khulna et 25 dans 10 incidents dans la division de Sylhet.

Selon les informations suivies et documentées par JMBF, le mois d’août a enregistré le nombre d’incidents le plus élevé : 29 incidents concernant 38 garçons. En septembre, 37 garçons ont été victimes de viol ou de tentative de viol dans 17 incidents.

Mesures judiciaires et obligation de rendre des comptes

Selon les informations suivies et documentées par JMBF, des procédures ou des inscriptions au registre de police « General Diary » (GD) ont été enregistrées dans 117 incidents concernant 139 victimes. Aucune procédure ni inscription au GD n’a été enregistrée dans 14 incidents concernant 32 victimes. Des informations sur des arrestations ou des arrestations partielles étaient disponibles pour 101 incidents ; le nombre total de personnes arrêtées était de 119. JMBF estime ne pouvoir documenter qu’une proportion négligeable des garçons soumis chaque jour à des violences sexuelles à travers le pays. Cela s’explique par le fait que seuls les incidents dans lesquels des procédures sont engagées et les personnes mises en cause sont arrêtées sont portés à sa connaissance. Les autres incidents sont dissimulés et restent inaperçus.

Selon les informations suivies et documentées par JMBF, 116 incidents concernant 138 victimes font l’objet d’une enquête. JMBF demande que l’obligation de rendre des comptes soit assurée par des enquêtes efficaces et des procédures judiciaires adaptées aux enfants.

Les demandes de JMBF

  • Chaque allégation doit faire l’objet d’une enquête rapide, impartiale et efficace. Des conditions doivent être établies pour garantir que la fonction, la profession, l’influence sociale ou l’appartenance politique de la personne mise en cause ne puissent affecter l’enquête. Les allégations de dissimulation de plaintes, d’intimidation et d’aide apportée aux personnes mises en cause pour s’enfuir doivent également être examinées.
  • La sécurité des enfants et de leurs familles doit être garantie. Le nom, la photographie, l’adresse, le lien identifiable d’un enfant avec un établissement ou toute autre information permettant de l’identifier ne doivent pas être divulgués. Des mécanismes sûrs de dépôt de plaintes et des mesures de protection des témoins doivent être mis en place.
  • Des examens médicaux adaptés aux enfants, les soins nécessaires, un soutien psychosocial à long terme, une assistance juridique gratuite et la possibilité de poursuivre leur scolarité doivent être garantis. Une aide accessible doit être proposée aux enfants en situation de handicap.
  • Les madrasas, les écoles, les orphelinats et les établissements d’hébergement doivent mettre en place des politiques de protection de l’enfance, des codes de conduite pour le personnel, des mécanismes indépendants de dépôt de plaintes, une communication régulière avec les parents ou tuteurs et une surveillance efficace.
  • L’arbitrage informel, les règlements en échange d’argent ou la démission ne doivent pas se substituer aux enquêtes et aux procédures judiciaires dans les affaires de violences sexuelles présumées. Les pressions exercées sur les enfants pour qu’ils retirent leurs plaintes doivent cesser.
  • Des procédures judiciaires adaptées aux enfants et la confidentialité de l’identité doivent être garanties pour les personnes mises en cause qui sont mineures. JMBF demande des procès équitables et une obligation de rendre des comptes conforme aux droits humains plutôt que la peine de mort.
  • Les organismes publics doivent publier des statistiques distinctes et régulièrement actualisées sur les incidents, les victimes, les personnes mises en cause, les procédures, les enquêtes et les décisions judiciaires, tout en préservant la confidentialité des identités. Des mécanismes doivent également être mis en place pour repérer les signalements multiples d’un même incident.

JMBF appelle les médias, les établissements d’enseignement, la société civile et les autorités publiques compétentes à prendre au sérieux les allégations de violences sexuelles contre les garçons et à s’abstenir de culpabiliser les victimes. L’obligation de rendre des comptes doit être assurée tout en préservant la sécurité et la dignité des enfants et de leurs familles.
