JMBF urgently seeks your intervention regarding the reported injury of Ms. Sabiha Sultana, a female apprentice lawyer, who was allegedly struck on the head by a glass paperweight thrown by Judicial Magistrate Md. Sujon Miaduring court proceedings at the Judicial Magistrate Court-2 of the Chief Judicial Magistrate Court in Gopalganj, Bangladesh, on 22 July 2026.
According to reliable sources and media reports, the incident occurred when the Judicial Magistrate allegedly became angered after observing lawyers speaking with litigants at the back of the courtroom and reportedly threw a glass paperweight. The object allegedly struck Ms. Sabiha Sultana on the head, causing a serious injury. She was subsequently admitted to Gopalganj Medical College Hospital for medical treatment.
The alleged assault by a judicial officer against a female apprentice lawyer raises serious concerns regarding judicial conduct, accountability, and the safety of legal professionals. Such allegations, if proven, constitute a grave abuse of judicial authority, undermine the dignity and independence of the judiciary, and create an atmosphere of fear and insecurity for lawyers, particularly women and apprentice lawyers, in the performance of their professional duties.
These allegations require an independent, impartial, transparent, and credible investigation to establish the truth, determine the actual circumstances surrounding the incident, and ensure accountability for any misconduct, abuse of authority, or violations of judicial ethics and the law.
We urge you to write to the Honourable Chief Justice of Bangladesh, copying the relevant authorities listed in the Urgent Appeal below, calling for an independent and impartial investigation, appropriate administrative and legal action against any individual found responsible, protection of the rights and safety of the injured apprentice lawyer, and effective measures to prevent similar incidents within court premises in the future.

Greetings from JusticeMakers Bangladesh in France (JMBF), an independent, non-profit, and non-partisan international human rights organization based in France, established in accordance with the principles and values of the International Bill of Human Rights.
JusticeMakers Bangladesh in France (JMBF) has learned from various media reports and its own reliable sources that on Wednesday, 22 July 2026, during court proceedings at Judicial Magistrate Court-2 of the Chief Judicial Magistrate Court in Gopalganj, a female apprentice lawyer, Ms. Sabiha Sultana, was injured after being struck by a glass paperweight allegedly thrown by Judicial Magistrate Md. Sujon Mia.
According to media reports, the Judicial Magistrate became angered after observing lawyers speaking with litigants at the back of the courtroom and allegedly threw a glass paperweight. The object struck Ms. Sabiha Sultana on the head, causing a head injury. She was subsequently admitted to Gopalganj Medical College Hospital for medical treatment.
JMBF firmly believes that the allegation constitutes a serious abuse of judicial authority and a grave violation of judicial ethics and professional conduct. Furthermore, the alleged assault on a female lawyer by a judicial officer is inconsistent with the independence, impartiality, and dignity of the judiciary. This incident has also created an atmosphere of fear and insecurity for female lawyers and apprentice lawyers in the discharge of their professional responsibilities. Failure to take appropriate action against the accused, subject to an independent and impartial investigation, would undermine public confidence in the judiciary and the rule of law.
The Constitution of Bangladesh guarantees every person legal protection, the right to life and personal liberty, and equal protection of the law. In particular, Article 27 guarantees equality before the law and equal protection of the law; Article 31 guarantees the right to the protection of the law; and Article 32 guarantees the protection of life and personal liberty.
In addition, Bangladesh is a State Party to the International Covenant on Civil and Political Rights (ICCPR), the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Convention against Torture (CAT), the United Nations Basic Principles on the Independence of the Judiciary, and the United Nations Basic Principles on the Role of Lawyers. These international standards affirm that lawyers are entitled to perform their professional duties without intimidation, harassment, violence, or improper interference.
In light of the above, JMBF respectfully requests that the Honourable Chief Justice:
- Immediately order an independent, impartial, and transparent judicial investigation into the incident;
- Ensure that the investigation is conducted by a senior and independent judicial authority other than the Judicial Magistrate concerned;
- In order to preserve the integrity of the investigation and maintain public confidence, consider temporarily withdrawing, transferring, or relieving the concerned Judicial Magistrate from judicial responsibilities, if deemed necessary, pending the outcome of the investigation;
- Ensure the safety, access to medical treatment, and access to justice of the injured apprentice lawyer, Ms. Sabiha Sultana;
- Take appropriate administrative and legal action against the responsible individual if liability is established through the investigation;
- Adopt effective security measures and appropriate courtroom protocols and codes of conduct to prevent similar incidents in the future; and
- Reaffirm the judiciary's commitment to ethical standards, professionalism, accountability, and respect for the legal profession.
The strength of an independent judiciary derives not only from constitutional guarantees but also from public confidence, accountability, and an unwavering commitment to the highest ethical standards. Allegations of violence committed by a judicial officer against a lawyer warrant a prompt, impartial, transparent, and credible investigation.

জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ) বিভিন্ন পত্রিকায় প্রকাশিত খবর এবং জেএমবিএফ-এর নিজস্ব নির্ভরযোগ্য সূত্রে জানতে পারে যে, ২২ জুলাই ২০২৬ তারিখে বুধবার গোপালগঞ্জ চিফ জুডিশিয়াল ম্যাজিস্ট্রেট আদালতের জুডিশিয়াল ম্যাজিস্ট্রেট আদালত-২-এ আদালত চলাকালে বিচারক মো. সুজন মিয়া কর্তৃক ছুড়ে মারা একটি কাঁচের পেপারওয়েটের আঘাতে নারী শিক্ষানবিশ আইনজীবী সাবিহা সুলতানা গুরুতর আহত হয়েছেন।
গণমাধ্যমের প্রতিবেদনে বলা হয়েছে, আদালতকক্ষের পেছনে বিচারপ্রার্থীদের সঙ্গে আইনজীবীদের কথোপকথন দেখে বিচারক ক্ষুব্ধ হয়ে একটি কাঁচের পেপারওয়েট নিক্ষেপ করেন। এতে সেটি সাবিহা সুলতানার মাথায় আঘাত করলে তাঁর মাথা ফেটে যায় এবং তাঁকে গোপালগঞ্জ মেডিকেল কলেজ হাসপাতালে ভর্তি করা হয়।
জেএমবিএফ দৃঢ়ভাবে বিশ্বাস করে যে, অভিযোগটি বিচারিক ক্ষমতার অপব্যবহার এবং পেশাগত নৈতিকতার গুরুতর লঙ্ঘন। তাছাড়া, বিচারিক কর্মকর্তার আঘাতে একজন নারী আইনজীবীর মাথায় ক্ষত হওয়ার ঘটনা বিচার বিভাগের স্বাধীনতা, নিরপেক্ষতা ও মর্যাদার পরিপন্থী। পাশাপাশি, এই ঘটনা নারী আইনজীবী ও শিক্ষানবিশ আইনজীবীদের পেশাগত দায়িত্ব পালনের ক্ষেত্রে ভীতি ও অনিরাপত্তার পরিবেশ সৃষ্টি করেছে। ফলে নিরপেক্ষ তদন্ত সাপেক্ষে অভিযুক্ত ব্যক্তির বিরুদ্ধে প্রয়োজনীয় ব্যবস্থা গ্রহণ করা না হলে বিচার বিভাগ ও আইনের শাসনের প্রতি জনসাধারণের আস্থা ক্ষতিগ্রস্ত হবে।
বাংলাদেশের সংবিধান প্রত্যেক ব্যক্তির আইনগত সুরক্ষা, জীবন ও ব্যক্তিস্বাধীনতা এবং আইনের সমান আশ্রয় নিশ্চিত করেছে। বিশেষত: অনুচ্ছেদ ২৭—আইনের দৃষ্টিতে সকল নাগরিকের সমতা ও সমান সুরক্ষা; অনুচ্ছেদ ৩১—আইনের আশ্রয় লাভের অধিকার; অনুচ্ছেদ ৩২—জীবন ও ব্যক্তিস্বাধীনতার সুরক্ষা প্রদান করেছে।
এ ছাড়া বাংলাদেশ আন্তর্জাতিক নাগরিক ও রাজনৈতিক অধিকার সম্পর্কিত চুক্তি (ICCPR), নারীর প্রতি সকল প্রকার বৈষম্য বিলোপ সনদ (CEDAW), নির্যাতনবিরোধী সনদ (CAT), বিচার বিভাগের স্বাধীনতা সম্পর্কিত জাতিসংঘের মৌলিক নীতিমালা এবং আইনজীবীদের ভূমিকা সম্পর্কিত জাতিসংঘের মৌলিক নীতিমালার পক্ষভুক্ত রাষ্ট্র। এসব আন্তর্জাতিক মানদণ্ড অনুযায়ী আইনজীবীরা ভয়ভীতি, হয়রানি, সহিংসতা বা অযাচিত হস্তক্ষেপ ছাড়াই তাঁদের পেশাগত দায়িত্ব পালনের অধিকার রাখেন।
এমতাবস্থায়, জেএমবিএফ মাননীয় প্রধান বিচারপতির নিকট বিনীতভাবে অনুরোধ জানাচ্ছে যে:
১. ঘটনাটির বিষয়ে অবিলম্বে একটি স্বাধীন, নিরপেক্ষ ও স্বচ্ছ বিচারিক তদন্তের নির্দেশ প্রদান করা হোক;২. তদন্তটি অভিযুক্ত বিচারকের বাইরে কোনো জ্যেষ্ঠ ও স্বাধীন বিচারিক কর্তৃপক্ষের মাধ্যমে পরিচালিত করা হোক;৩. তদন্তের স্বচ্ছতা ও জনআস্থা বজায় রাখতে প্রয়োজনবোধে সংশ্লিষ্ট বিচারিক কর্মকর্তাকে সাময়িকভাবে প্রত্যাহার, বদলি বা দায়িত্ব থেকে বিরত রাখার বিষয় বিবেচনা করা হোক;৪. আহত সাবিহা সুলতানার নিরাপত্তা, চিকিৎসা ও ন্যায়বিচার নিশ্চিত করা হোক;৫. তদন্তে দায় প্রমাণিত হলে সংশ্লিষ্ট ব্যক্তির বিরুদ্ধে যথাযথ প্রশাসনিক ও আইনগত ব্যবস্থা গ্রহণ করা হোক;৬. ভবিষ্যতে আদালতকক্ষে এ ধরনের ঘটনা প্রতিরোধে কার্যকর নিরাপত্তা ও আচরণবিধিমূলক ব্যবস্থা গ্রহণ করা হোক;৭. বিচার বিভাগের নৈতিকতা, পেশাদারিত্ব, জবাবদিহিতা ও আইনজীবী সমাজের প্রতি সম্মান পুনর্ব্যক্ত করা হোক।
একটি স্বাধীন বিচার বিভাগের শক্তি কেবল সাংবিধানিক নিশ্চয়তা থেকে নয়, বরং জনগণের আস্থা, জবাবদিহিতা এবং সর্বোচ্চ নৈতিক মানদণ্ডের প্রতি অঙ্গীকার থেকেও উৎসারিত হয়। বিচারিক কর্মকর্তার বিরুদ্ধে কোনো আইনজীবীর ওপর সহিংসতার অভিযোগ উত্থাপিত হলে, তা দ্রুত, নিরপেক্ষ ও স্বচ্ছ তদন্তের দাবি রাখে।
জাস্টিসমেকার্স বাংলাদেশ ইন ফ্রান্স (জেএমবিএফ) দৃঢ়ভাবে বিশ্বাস করে যে, আপনি আইনের শাসন প্রতিষ্ঠা, মানবাধিকার সুরক্ষা এবং বিচার বিভাগের প্রতি জনগণের আস্থা অটুট রাখতে প্রতিশ্রুতিবদ্ধ। সেই বিশ্বাস থেকেই আমরা আশা করি, ঘটনাটির সর্বোচ্চ গুরুত্বের সঙ্গে বিবেচনা করে একটি স্বাধীন, নিরপেক্ষ ও বিশ্বাসযোগ্য তদন্ত, কার্যকর জবাবদিহিতা এবং দায়ী ব্যক্তির বিরুদ্ধে আইনানুগ ব্যবস্থা নিশ্চিত করতে আপনি প্রয়োজনীয় পদক্ষেপ গ্রহণ করবেন।

JusticeMakers Bangladesh in France (JMBF) a appris, par divers reportages des médias ainsi que par ses propres sources fiables, que le mercredi 22 juillet 2026, au cours d'une audience devant le Tribunal du Magistrat judiciaire n° 2 du Tribunal du Magistrat judiciaire en chef de Gopalganj, une avocate stagiaire, Mme Sabiha Sultana, a été blessée après avoir été frappée par un presse-papiers en verre prétendument lancé par le Magistrat judiciaire Md. Sujon Mia.
Selon les informations rapportées par les médias, le Magistrat judiciaire se serait mis en colère après avoir constaté que des avocats parlaient avec des justiciables au fond de la salle d'audience et aurait alors lancé un presse-papiers en verre. L'objet a frappé Mme Sabiha Sultana à la tête, lui causant une blessure crânienne. Elle a ensuite été admise au Gopalganj Medical College Hospital afin d'y recevoir un traitement médical.
JMBF estime fermement que ces allégations constituent un grave abus d'autorité judiciaire ainsi qu'une violation sérieuse de l'éthique judiciaire et de la déontologie professionnelle. En outre, l'agression présumée d'une femme avocate par un magistrat judiciaire est incompatible avec les principes d'indépendance, d'impartialité et de dignité de la magistrature. Cet incident a également créé un climat de peur et d'insécurité pour les femmes avocates et les avocates stagiaires dans l'exercice de leurs fonctions professionnelles. L'absence de mesures appropriées à l'encontre de la personne mise en cause, sous réserve d'une enquête indépendante et impartiale, porterait atteinte à la confiance du public dans la justice et dans l'État de droit.
La Constitution du Bangladesh garantit à toute personne la protection de la loi, le droit à la vie et à la liberté individuelle, ainsi que l'égalité devant la loi. Plus précisément, l'article 27 garantit l'égalité devant la loi et l'égale protection de la loi ; l'article 31 garantit le droit à la protection de la loi ; et l'article 32 garantit la protection de la vie et de la liberté individuelle.
En outre, le Bangladesh est État partie au Pacte international relatif aux droits civils et politiques (PIDCP), à la Convention sur l'élimination de toutes les formes de discrimination à l'égard des femmes (CEDAW), à la Convention contre la torture (CAT), aux Principes fondamentaux des Nations Unies relatifs à l'indépendance de la magistrature ainsi qu'aux Principes fondamentaux des Nations Unies relatifs au rôle du barreau. Ces normes internationales affirment que les avocats ont le droit d'exercer leurs fonctions professionnelles sans intimidation, harcèlement, violence ni ingérence indue.
À la lumière de ce qui précède, JMBF prie respectueusement l'Honorable Président de la Cour suprême de :
- Ordonner immédiatement une enquête judiciaire indépendante, impartiale et transparente sur cet incident ;
- Veiller à ce que l'enquête soit menée par une autorité judiciaire supérieure et indépendante, autre que le Magistrat judiciaire concerné ;
- Afin de préserver l'intégrité de l'enquête et de maintenir la confiance du public, envisager, si cela est jugé nécessaire, le retrait temporaire, la mutation ou la suspension du Magistrat judiciaire concerné de ses fonctions juridictionnelles dans l'attente des conclusions de l'enquête ;
- Garantir la sécurité, l'accès aux soins médicaux et l'accès à la justice de l'avocate stagiaire blessée, Mme Sabiha Sultana ;
- Prendre les mesures administratives et juridiques appropriées à l'encontre de la personne responsable si sa responsabilité est établie à l'issue de l'enquête ;
